These are distributed across two plazas (Civic Plaza and Shadow Plaza) and connected by a pedestrian walkway that links the two spaces, which are separated by an avenue.\nBuilt in 1989, the complex exhibits a monumental and modernist character, standing out for its iconic concrete sculpture of The Big Hand, representing an open hand, with the map of Latin America painted in red on the palm, symbolizing a bloodstain in reference to the region\u2019s past and social issues.\nThe complex was listed as a heritage site by CONDEPHAAT in 1997 and by CONPRESP in 2012.
